This summer, many employers will be screening students for positions -- receiving many resumes, hiring the right person only and having to send the "sorry, you didn't get it" letter. This is the exact letter I sent out to students who applied for one of our summer positions, once I found the right person. My approach? Be kind, tell them the way I would've liked to be told, and encourage them to keep going with their chin up.
